Cover your work surface with Bounty paper towels to keep it clean.
Cut 38 strips of paper towels about 40 cm x 2 cm.
Spray paint the strips using fabric spray paint and allow to dry according to the directions.
Bind half of the strips with a pipe cleaner and form into a pom-pom. Bind the other half of the strips the same way.
Attach the pipe-cleaner-bound pom-poms to the headband.
Wear your new decorative headband with your favourite outfit!
